Long distance companies are charged a lower connection fee for each call placed if the caller is with a local telephone company that is identified as a "Regional Bell Operating Company" or RBOC. To offer the lowest interstate rates, several companies choose to accept only customers that are in a RBOC area. Below is a list of the RBOC companies and the states they service. Look in the table below for the name of your local telephone company. If your local telephone company is listed, you are eligible for these super low interstate rates! Norcom is one of the fastest growing long distance providers in America. This company has over 10 years experience in the communications industry. Provides a team approach of technical and support personnel to provide prompt follow up, quick response time, and ongoing personal attention. Each long distance call is billed in 6 second increments starting at 30 seconds. Calling cards are billed in 6 second increments starting at 6 seconds. Toll-free inbound rates are the same as outbound rates.
Nine informative management reports are provided with your monthly billing statement. Payments can be made by credit card or check. You can also view your bill on-line if you wish.
Disadvantage: this plan is primarily for those doing over $20/month as there is a $3.95 fee if your monthly bill falls below $20, however, at 2.9 cents/minute interstate (NOR A plan), this is a savings of 25% over a 3.9 cent plan and a 40% savings over a 4.9 cent plan. Also, application for service is not available directly on-line on the internet, however, a simple 1 page form is easy to download , fill out, and fax back to us on our toll-free fax line.
Optional: up to 6 digit verified or non-verified accounting codes with no fees (allows you to control costs -- great for businesses). Accounting codes are an option, and work by you putting in a code in order to place a long distance call. Then on your monthly bill, that called number, length of time, and cost of the call is then grouped under that code entered. By putting in a code, this both provides a better cost analysis for who placed the long distance call, and also significantly reduces unauthorized calls. For example, a person walking into your business and asks to borrow the phone to make a phone call is prevented from making a long distance call (unless you give them the authorized code). Accounts codes are also great for multiple persons living in the same house, e.g, 3 college students living in the same house, or a family with teenagers where the parents don't want to allow the teenager to make long distance calls.

NOR A: This plan offers a 2.9 cent/minute interstate rate -- the lowest available. Not available in Connecticut (See NOR B).
NOR B: This is a special rate plan for 13 states listed. On the interstate rate table, if your state has a "N/A", then the NOR B plan is not available. Note that if your state has a value, there are two rates listed. The first value is the interstate rate (calls made to any of the other 47 states in the contiguous USA, the second value is the intrastate rate (calls you make within your state). For example, Massachusetts has a listing of 3.5/4.5 which means your interstate rate is 3.5 cents/minute and the intrastate rate is 4.5 cents/minute.
For a monthly bill over $20, Norcom's 2.9 cents/minute interstate is the best. The below table compares other sample monthly bills of $10, $12, $14, $16, $18, and $20 billing at 2.9 cents/minute, then in the NOR A column, the $3.95 monthly service charge is added (for all but the $20 charge). You can then compare that total monthly cost against 3 other other long distance companies offering a 3.5, 3.9, and 4.9 cents/minute with NO monthly service charge. The rose color shows where Norcom + a $3.95 monthly service charge would be better; a green color shows a disadvantage.

Some of the best in-state (intrastate) rates are offered by TotalCall [TOT]. TOT has on-line internet signup of both residential and businesses. They have a 4.4 cents/minute interstate rate and a 3.9 cents/minute interstate rate. Virtually all phones in the continental USA are eligible for TOT, that is, there is no requirement that you be within an RBOC local phone company area. If you are going to want a toll-free number, this company is not the best choice as the toll-free rates are higher than the 1+ outbound rates whereas most other companies offer a toll-free rate (incoming) calls the same as your 1+ (outgoing) calls. In addition, there is a $1.00/month service charge if you want a toll-free number.
The 3.9 cent/minute interstate rate plan is available only for residential phones. With this 3.9 rate, there is no monthly service charge if your monthly bill for each phone is over $20 ($2.50 charge in those months which falls below the $20). The "catch" here with this 3.9 rate is that if you have 2 phones, each phone must have a monthly billing of over $20, otherwise, each phone line that has a monthly usage below $20 is charged the $2.50 service fee. The 4.4 cents/minute interstate rate has no monthly service charge.
The 4.4 cent/minute interstate rate plan is available for either residential or business phones. With this 4.4 rate, there is no monthly service charge.
The "unusual" rate structure of TOT has the in-state (intrastate) rate 1 cent higher for the 3.9 plan than the 4.4 plan. If you're doing mostly in-state (intrastate) calls, then you should choose the 4.4 plan for residential phones. Business phones must choose the 4.4 plan.

AllCom (ALL) is valid in 99% of all areas of the contiguous 48 states. Founded in 1991, is a strong company that is debt free. It offers a broad range of telecommunications services to thousands of business and residential customers. No monthly fee. You can switch your current long distance service to direct dial 1+ outbound and also obtain an 800/888/877/866 (toll-free) number for inbound service.
A unique feature of AllCom's plans is that billing increments are 1 second. Most other long distance companies offer 6 second billing increments. This 1 second billing increment saves money even over the normal 6 second billing offered my many companies and significantly over those who bill in 1 minute increments. See below for a table of cost savings comparisons. Their interstate rates are higher, although sometimes their in-state rates are lower than the other companies.
Another unique option found in few other long distance companies is a feature whereby you can choose its "ByPass" plan (ALL BY). With this plan, you don't have to switch your long distance service, i.e., you can keep your existing long distance provider. You can also combine this with AllCom's regular plan (ALL REG). What you do to use this ByPass plan is to dial a toll-free number plus the long distance phone number you want to call. You are billed at the end of each month for your usage during that month. This plan is especially good if you already have a good interstate rate with another carrier, but that carrier's intrastate (in-state) rate is high. Using the ByPass plan could get you a significant discount on your in-state calls. After setting up the "ByPass" option, you can also switch over to the direct dial option (the ALL REG plan) anytime you want. The ByPass lets you also "try" out the service for quality and reliability prior to actually switching from your current long distance service.
The ALL BY plan (AllCom's ByPass Plan) needs to be further explained. For ALL BY, the intrastate rate is the lowest in about 75% of all the states, sometimes significantly lower -- see Arizona and Idaho for examples. This plan uses a toll-free number to make an initial connection to the long distance network. So to make a call, you dial a toll-free number, then a "1", then your area code and phone number you want to dial. For example, 800-xxx-xxxx + 1 + 703 + 256-8780. If you are going to utilize this option, you can easily just enter the toll-free number into the speed dial button of your phone, then to make a call, press the speed dial button, a "1" + area code + phone number. Very quick. Also works with international calls by entering 800-xxx-xxxx + 011 + country code and phone number. There are several major advantages to using this plan:

If you select Airespring (AIR A, AIR B) as your long distance service, you will receive your bill from Airespring/Global FiberNet Communications. The web site that you will be signing up on is called Global FiberNet Communications, and this is the title of this web site that will allow you to sign up on-line for Airespring's service. For the Airespring (AIR) plans, there are two "groups", and the group you are in is determined by the name (and location) of your local telephone company. So if you are choosing one of the two Airespring plans, look in the AireSpring Group table below and identify what AIR group (A or B) that your local telephone company is in. If you are not in either of these groups, then choose either CAP, ACC, ALL, or RSL companies as you are not eligible for Airespring service. The main objection that you might have of using the AIR plans is that you are required to pay for your monthly phone bill automatically via either credit card or a debit to your checking account. However, this payment method allows Airespring to be one of the lowest cost long distance services as it keeps their operating expenses low. There is no option to pay by sending in a check each month. You do receive a complete detail of your monthly charges 2 weeks before your credit card (or bank draft) is charged so you do have time to review your statement detail and contact customer service if there is any billing question before the bill is charged. The monthly statement is available electronically or optionally as a paper bill. You don't have to remember what group (A or B) you are in as when you sign up on-line via the internet, you will automatically be classified in the proper group. AIR A and AIR B have no monthly service charge.

A Regional Bell Operating Company (RBOC) is defined as one of the following: Ameritech (OH, MI, IN, WI, IL), Bell South (AL, FL, GA, KY, LA, MS,NC, SC,TN), Illinois Bell (IL), Indiana Bell (IN), Michigan Bell (MI), Nevada Bell (NV), Ohio Bell (OH), Pacific Bell (CA), Qwest (all 14 states), Southwestern Bell (AR, MO, KS, OK, TX), Verizon (CT, DC, DE, MA, MD, ME, NH, NY, NJ, PA, RI, VA, VT, WV) and Wisconsin Bell (WI). If your local telephone company is not in this list, then you will still be eligible for CTS long distance phone service but at a higher rate. You might want to try TotalCall or Accxx companies which have low rates for non-RBOC areas, but you should probably try to see if your phone number is included in an RBOC area -- takes only about 20 seconds to find out.
If you select CTS as your long distance service, you will receive a bill from CTS. There are 2 plans available:
CTS 3.0 plan; plan is great if you do mainly domestic calls, i.e., 48 states: (see CTS 3.9 plan below for the best international rates). No monthly fee unless your monthly long distance falls below $20 ($1.99 fee) but the fee is waived if you pay your bill automatically by credit card or bank draft. It has on-line signup, internet account management reports (excellent), paper bill, free toll-free numbers ($1.00/month minimum monthly usage fee but no toll-free fee if your toll-free usage is over $1.00 per month). Calling card rate: 9.9 cents/minute with a 1-time setup fee of $2.50. 6 second billing increments for domestic and international calls; minimum bill for a connected call: domestic: 6 seconds; international: 30 seconds; Mexico: 60 seconds.
To sign up for the CTS 3.0 plan,

So this is how you choose a company:
All the companies in the above comparison table have on-line signup except for RSL. RSL requires a single page simple paper form which can either be downloaded from our site, or give us a call and we'll email, mail, or fax you a copy.
If you are choosing between ACC and RSL and live in GA, IL, LA, or MI then choose ACC as ACC has on-line sign-up.
If you want to select a company whose intrastate rate cannot be clicked on (rate is black in color), just click on the fuchsia color (the INTERSTATE row) and you'll be able to get the interstate listed and also the intrastate rate for that state as listed in black. Why would you want this? For example, looking at the below table, if you were in New Jersey and didn't want to pay the $1.99 fee for CAP because you only bill $8-$10/month and you didn't want to have the fee waived because you wanted to pay by check instead of automatically by credit card, then you might want ACC service. ACC is 1 cent/minute interstate and a 1.75 cents/minute intrastate rate higher than CAP. The ACC intrastate price at 6.9 is in black and cannot be clicked, so just click on the 4.99 fuchsia color rate in the ACC column (the INTERSTATE row) and you'll be able to select ACC long distance service.
If you do most of your calls within your state (intrastate), find your state in the below table and click on your state's intrastate rate that has the lowest intrastate rate listed. Click on a rate that is underlined and bold (blue color). The other prices for your state that are higher (in black) will not have a reference to click on. Remember, if you click on your state's intrastate rate in the AIR A, AIR B, or CAP columns, your local telephone company must be in the covered areas described above.
If you are about evenly split between the total number of minutes of interstate and intrastate calls, then see if the lowest intrastate rate found between ACC and RSL is at least 1 cent lower than the CAP or AIR B intrastate rate, or is at least 1.4 cents lower than the AIR A intrastate rate. If it is at least 1 cent (1.4 cents) lower, then click on that lowest intrastate rate (in blue color, underlined) which will get you the largest savings. From the table below, for example, California is only 0.83 cents lower for RSL than CAP (CAP=4.73 vs RSL=3.9), so you would be paying 0.83 cents/minute higher for intrastate calls for CAP but save 1.00 cents/minute for interstate calls, so therefore it's better to go with CAP.
If you do mostly interstate calls (zero or just a few intrastate calls), then choose the lowest interstate rate (fuchsia color). Just click on the fuchsia color rate to sign up. For example, if you live in Connecticut and you have Verizon as your local telephone company (Verizon qualifies you for the AIR A rate), and you want the interstate rate of 3.5 cents/minute and you don't care about the intrastate rate because you make few if any calls within Colorado, just click on the 3.5 cent/minute rate in fuchsia color in the AIR A column. You will be taken to the web page for AIR A (Airespring/Global FiberNet Communications) that has the 3.5 cents/minute interstate rate and be able to sign up on-line for long distance service. As you would not be doing much in-state calling, then you would not care that Connecticut's in-state rate at 9.4 cents/minute is higher than the in-state rate provided by RSL at 5.9 cents/minute.
If the intrastate rate is close in price between the different company's plans for your particular state, multiple rates for the companies are highlighted so that you can click on the plan that is better for you. For example, looking at the table below, Alabama rates for AIR A is 6.4 cents intrastate and 3.5 interstate (the fuchsia color), but if you do a majority of calls within Alabama (intrastate), the ACC in-state rate at 5.9 is better even though the state-to-state (interstate) rate is considerably higher (4.99) -- you would click on the 5.9 Alabama intrastate rate in the ACC column and your interstate rate would be 4.99 cents/minute. However, if you did most of your calls outside Alabama, then you would choose the AIR A rate plan, the plan that has the lower interstate rate of 3.5 -- you would click on the fuchsia colored 3.5 interstate rate or Alabama's 6.4 blue color intrastate rate for AIR A.

There are two main types of service that AllCom offers:
Note that you can sign up for switched services and then request that you also have access to the ByPass service. You would do this primarily if you are in a state that has a high intrastate rate or to a country that has a high international rate. You then can choose to use direct dial or the 800 number access, depending on what would give you the lowest call charge.
You can sign up directly on line for either Switched or ByPass service, and for accuracy, this is the preferred method of signing up for service. However, if you don't feel comfortable signing up on line, you have two additional choices:
Call 1-866-821-9302 and an AllCom customer service representative will take down your phone number and all the other account setup information for changing your service. They may ask you for our agency number, and this is N2078. The only disadvantage of calling the 866-821-9302 number is that as AllCom has 10 different rate plans, the "order taker" person at AllCom would not know the particular plan you have been quoted from our agency, but by giving our agency number (C2078) to the order taker, you will get the plan as described. As an authorized agent of AllCom, out of the 10 rate plans that AllCom offers, we have chosen to offer AllCom's lowest rate plan that they have available. AllCom only accepts new orders from independent agents as independent agents have been found to better serve the customer wanting to switch long distance services, i.e., you can't directly sign up at AllCom's web site, only through independent agents. ALL; Name=AllCom: valid in 99% of all areas of the contiguous 48 states. AllCom, founded in 1991, is a strong company that is debt free. It offers a broad range of telecommunications services to thousands of business and residential customers. No monthly fee if your long distance usage is over $20/month, otherwise, a $2.50 fee applies. You can switch your current long distance service to direct dial 1+ outbound and also obtain an 800 (toll-free) inbound service. Another option you can choose is its "ByPass" plan where you don't have to switch your long distance service. You can keep your existing long distance provider and dial a toll-free number to connect to the number you want to call. This is especially good if you already have a good interstate rate with another carrier, but that carrier's intrastate rate is high. Using the ByPass could get a significant discount on your in-state calls. After setting up the "ByPass" option, you can also switch over to the direct dial option anytime you want. The ByPass lets you also "try" out the service for quality and reliability prior to actually switching your service. All plans have on-line signup, or if you don't want to sign up on-line, you can call a toll-free number to have someone process your request for service.
